What are the current readings?
Ask what the moisture content is in the affected material and what a dry reading looks like in the same house. Those two numbers are the whole argument.

Drying in place is the better outcome when the water was clean, the response was quick and the wet material can actually release moisture. Concrete slab, concrete block, framing, solid wood and sealed hard surfaces all fall into that group, and so does a lot of drywall if it was not soaked through.
The work is done with air movers and dehumidifiers sized to the wet area, monitored against daily readings. Small holes drilled low in a wall can let air into the cavity so the drywall stays on. A burst supply line found the same day is the classic case: unpleasant, expensive to dry, and still much less disruptive than a rebuild.
Some things do not come back. Carpet pad holds water like a sponge and is removed as a matter of course. Wet fiberglass or blown insulation inside a wall cavity holds moisture against the framing. Particleboard and fiberboard cabinet bases swell and lose their strength. Laminate and most engineered plank separate at the seams.
Contamination decides the rest. Water from a sewage backup or from outside flooding means porous material goes regardless of how it looks, because cleaning cannot reach through it. The same applies where a leak sat long enough for growth to start; then it becomes a mold remediation job with containment.
Removal is not failure. Taking out two feet of drywall and the pad underneath is often faster, cheaper and far more certain than trying to dry material that was never going to recover.

Every item on the removal list should have a reason: it is porous, it is contaminated, or it will not dry in the time available. Ask for it in writing.
Ask what the plan is if readings stall after a couple of days, and whether that changes the price. A good answer is specific, not reassuring.
You do not have to choose between the two approaches for the whole house. Most jobs are a mix: one room dries in place, another loses its baseboard and the bottom of the drywall, and a cabinet run comes out while the floor stays. Ask for the scope room by room.
